Principles and objectives of redevelopment
In § 136 (4) BauGB, the legislator specifies the basic objectives of urban redevelopment measures. In addition, the following objectives, among others, can be formulated from the analysis of the deficiencies in the Radebeul Ost study area:
- Preservation and reconstruction of the established building structure and townscape (historic village centre of Altradebeul and the Wilhelminian-style centre of Hauptstraße)
- Conservative renewal of the existing buildings through comprehensive modernisation and refurbishment
- Careful and market-oriented redensification of underutilised buildings and plots (predominantly residential function, simultaneous gutting in constricted locations)
- Improvement of the utilisation structure, also with regard to the entire urban area, functional strengthening as a central supply area (strengthening trade, crafts and services, as well as maintaining the residential function)
- Improvement of the traffic situation through new traffic routing and traffic calming, local expansion of the parking spaces on offer
- Adaptation of the development areas and the street space to the corresponding requirements and uses (structural renewal, residential streets, roadside greenery, pavements)
- Creation of attractive public open spaces (squares, edge of town, footpaths)
- Increasing the experience value and identity through the design of public spaces, as well as the further development of cultural and leisure facilities
- Maintaining and upgrading the neighbourhood's inner areas (securing open and green building structures, improving passageways, parking spaces in some areas)
- Socially responsible implementation of all measures with special consideration of tenants' interests
- Implementation of the measures taking into account the general requirements for climate protection and climate adaptation
- Inclusion of the requirements of monument protection
