Integrated urban development concept (INSEK) 2015

The Integrated Urban Development Concept (INSEK) was unanimously adopted by the Radebeul City Council at a public meeting on 16 December 2015.
Before the INSEK was adopted by the city council, the draft concept was presented to the general public for information and discussion as part of the public participation process between 15 June and 31 July 2015.

Since December 2017, the most important statements of the INSEK have been summarised in a brochure.

Background and objectives

An INSEK is an informal urban planning instrument that defines medium to long-term goals for the city as a whole. With its integrated city-wide approach, it enables the city's key spatial and functional development goals to be presented. Individual spatial and thematic priorities are set, which lead to the concretisation of measures. It contains guiding principles that define the future direction of policy and planning.

Following the first integrated urban development concept in 2002, this Integrated Urban Development Concept 2015 was developed on the basis of the requirements of the State Ministry of the Interior (SMI) for integrated urban development concepts.

Current status of the integrated urban development concept

The integrated urban development concept was developed by the engineering firm dieSTEG Stadtentwicklung GmbH Dresden in collaboration with the city administration.

For this INSEK, extensive statistical data was collected on general framework conditions, demographic development and individual specialised topics. The following specialist topics were analysed in detail:

  • Urban development and monument preservation
  • Housing
  • Economy, labour market, trade and tourism
  • Transport and technical infrastructure
  • Environment, energy and climate protection
  • Education, training and sport
  • Culture and
  • social affairs
  • Finances.

In addition to analysing the current situation, all of the specialist topics also set out goals for the future. Concrete measures underpin these goals.

The planning horizon of this concept covers the next 10 years. The INSEK is to be updated as soon as and insofar as necessary; partial updates are also possible.
