The town is updating its INSEK
The town of Radebeul is revising its Integrated Urban Development Concept (INSEK). The aim is to shape the town’s future development in collaboration with politicians, the local authority and residents.
What is an INSEK and what is its purpose?
An Integrated Urban Development Concept (INSEK) is a strategic planning tool for a town’s future development. It sets out the town’s objectives for the coming years, the challenges it faces and the key measures required. The INSEK serves as a guide for decisions made by the city administration and for investment in the city. It is also often an important prerequisite for securing funding from the federal government, the state or other funding bodies.
An INSEK takes a holistic view of various thematic areas. These include, for example, housing, transport, the economy, tourism, environmental protection, education, culture, social services, as well as public spaces, parks and green spaces.
Current status
The town of Radebeul drew up its first INSEK in 2002. An update was carried out in 2015 to take account of new developments and requirements.
Ten years have passed since then, during which the framework conditions have changed once again. Issues such as climate adaptation, the energy transition, mobility, demographic trends and digitalisation are becoming increasingly important. It is therefore necessary to review and update the existing plan once more.
Workflow for updating the INSEK 2040
The update of the INSEK is being carried out in several stages and in collaboration with various stakeholders.
The city administration, together with complan Kommunalberatung – the consultancy firm supporting the process – is developing the technical foundations and analyses. The political bodies are regularly involved in the process and discuss the interim results.
Public participation is a key component of the working process. The experiences, ideas and suggestions of citizens are to be incorporated into the INSEK 2040.
The following participation formats are planned for this purpose:
- September 2026: City walk in Wahnsdorf (details to follow)
- September – October 2026: Online survey (link to the participation portal to be provided in due course)
- 6 October 2026: ‘City Workshop’ as a public citizens’ event (link with further information to be provided in due course)
- Spring/summer 2027: ‘Future Workshop’ as a public citizens’ event (link with further information to be provided in due course)
We will provide separate information on the individual participation opportunities and dates as and when they arise.
The INSEK Radebeul 2040 is due to be finalised by the end of 2027.

Integrated Urban Development Concept (INSEK) 2015
The Integrated Urban Development Concept (INSEK) was unanimously adopted by Radebeul Town Council at a public meeting on 16 December 2015.
Prior to the City Council’s adoption of the INSEK, the draft plan was made available to the general public for information and discussion as part of the public consultation process between 15 June and 31 July 2015.
Since December 2017, the key points of the INSEK have been summarised in a brochure.
