Public participation in the master plan for the Radebeul West centre redevelopment area

Against the backdrop of considerable functional deficits and urban planning deficiencies, the city of Radebeul declared the redevelopment of the western district centre a priority task in 2016 and formally defined a redevelopment area.
Among other things, the optimisation of shopping and quality of life and the reduction of vacancies in the area were defined as priorities. The redevelopment and revitalisation of the former station building, the redesign of the station forecourt and the improvement of transport links and reduction of through traffic were also defined as objectives.
For the past year, a working group, the so-called mission statement group, has been working intensively on the desirable urban development additions and changes in the redevelopment area and has drawn up a corresponding mission statement. The group received expert support from Prof Silke Weidner and Dr Tanja Korzer from u|m|s STADTSTRATEGIEN. Conceivable scenarios were worked out and a preferred scenario developed. The results of a parallel traffic study are expected in the second quarter of 2019.

The present mission statement provides for the following key priorities:
o Development of a common brand and establishment of standardised marketing
o Improving the quality of stay in public spaces
o Public use of the west station building as a central, defining element in the urban quarter as a structural initial spark and upgrading of the station forecourt
o Improve and expand service offerings
o Create connecting elements to Anger Altkötzschenbroda and between the upper and middle Bahnhofstrasse (currently strongly separated by the railway line)
o Reorganisation of traffic flows to reduce the volume of traffic and the associated noise level

As agreed with the city council in April and December 2018, the mission statement now forms the basis for a broad public discussion with all residents and interested parties as well as the city council and its committees.
After evaluating and, if necessary, incorporating the results of the public participation, both concepts will be merged and confirmed by the city council in the autumn by means of a resolution as a further working basis.

Once the content-related and technically feasible framework conditions have been defined, it is planned to hold workshops with urban planners and/or organise a planning competition in which the content and requirements of the mission statement will be implemented in terms of urban development. To use an image: You can only plan a building when you know what it will contain and what purpose it will serve.
At the same time, the traders in the redevelopment area are launching a joint branding campaign, possibly also with the stakeholders in Altkötzschenbroda.

All interested residents of Radebeul are invited to contribute their ideas to the process and join in the discussions.

As part of the district festival "Radebeul tanzt" on 11 May 2019 at 3 pm, an information event will be held on Bahnhofstraße. The traders on Bahnhofstraße will present their ideas for the redevelopment area and will be available for discussions.
