Introduction of the 2G option model for Saxony

The state government is introducing the optional 2G model with the new ordinance: The following facilities, events and other offers, among others, can thus lift all distance and capacity restrictions and the mask requirement only if only vaccinated or recovered visitors are present:

  • Indoor catering
  • Indoor events and parties
  • Indoor sports
  • Indoor swimming pools and saunas
  • Indoor cultural and leisure facilities
  • Major events with a maximum number of 5,000 visitors present at the same time
  • Tourist train and bus journeys
  • Indoor discos, bars and clubs
  • Art, music and dance schools in indoor areas

Exceptions apply to visitors who have not yet reached the age of 16: They can also attend without proof of vaccination or recovery status. Employees who have not been vaccinated or recovered must have a negative test certificate and wear a medical face mask for the duration of the event or offer.

If the 2G option is to be utilised, the responsible health authority must be notified three working days in advance. The option of only allowing vaccinated and recovered persons to attend is cancelled when the congestion level is reached. 2G then becomes mandatory - mask requirements and capacity restrictions must be observed.

All services close to the body, canteens and cafeterias as well as swimming pools and saunas or gyms, provided they serve medical or therapeutic purposes, are generally excluded from the optional 2G model.

Hospitalisation rate as a new, additional indicator

The regulation adds another indicator to the existing threshold values: the 7-day hospitalisation incidence rate. The new value indicates the number of people hospitalised in relation to COVID-19 per 100,000 inhabitants within seven days.

From now on, the early warning level is reached on the second day if the 7-day incidence hospitalisation rate

  • the 7-day incidence of hospitalisations exceeds the value of 7.00 and
  • 650 beds in the normal wards or 180 beds in the intensive care units of Saxon hospitals are occupied by COVID-19 patients.

The overload level is reached on the second day if five consecutive days have already passed:

  • the 7-day incidence of hospitalisations exceeds the value of 12.00 and
  • 1,300 beds in the normal wards or 420 beds in the intensive care units are occupied by COVID-19 patients.

Exceptions to the rules

Exceptions to the coronavirus regulations apply to federal elections. The 3G regulation does not apply to polling stations and contact tracing does not take place. However, all persons present on the premises must wear a medical face mask.

As in the previously applicable Corona Protection Ordinance, pupils continue to be exempt from testing obligations under the 3G regulation, as they are already regularly subject to mandatory testing under the Corona School Ordinance.
