Advance voluntary public and citizen participation

Dear Sir or Madam, The Road Construction Department would like to remind you of the possibility of early voluntary public and citizen participation for the planning of the state road S 82 - Meißner Straße in the approx. 910 m long road section between Gradsteg and Albert-Eyckhout-Straße. The plans are available in a display case

- in the location: next to the tram stop in Radebeul-Kötzschenbroda / Moritzburger Straße in the direction of Dresden, as well as

- in the technical town hall of the city administration of Radebeul

- as well as online in the attached .pdf documents.

The planning was prepared in accordance with the agreed terms of reference with the engineering office EIBS and coordinated with Dresdner Verkehrsbetriebe AG (DVB). In particular, the following had to be taken into account

- The continuous section of road has a high quality of public street space due to neighbouring properties with buildings that characterise the cityscape, which is why planning was to be carried out primarily without any extensive encroachment on private properties and without any significant widening of the road.

- The conformity of the planning with the objectives and boundary conditions of the neighbouring redevelopment area of Radebeul Kötzschenbroda.

- In addition to the complete renewal of the carriageway, footpaths, cycle lanes and track area, the barrier-free accessibility of the Moritzburger / Bahnhofstraße and Flemmingstraße stops.

- Optimisation of traffic quality for private transport and in particular for local public transport.

The present planning as of 5 July 2018 was examined in two variants with further sub-variants, whereby the preferred variant 2 was then also confirmed with the better traffic quality in the traffic engineering study of December 2018. On this basis, DVB also endorsed variant 2 as the preferred solution in a letter dated 19 February 2019.

Explanations on variant 1

This variant is based on the optimal, compliant cross-sections, which are determined by the individual traffic participants and carriers. Moderate land acquisition is required in individual areas. In some cases, enclosures have already been set back and the private sub-areas are already shown as publicly dedicated areas in the road authorities' inventory, but the acquisition has not yet been agreed. The bus stops in the Moritzburger Straße area were planned as a raised carriageway for motor vehicle traffic. Due to the overlapping of the drag curves of the individual traffic with the clearance of the tram as a safety deficit, which can be seen in the site plan, variant 1 cannot be pursued as a preference and for further planning. For the Flemmingstraße stop, full barrier-free access to the tram cannot be confirmed due to the respective location in the track curve, which is why this variant is also ruled out as a disadvantage.

Explanations for variant 2

The standard cross-sections of road users and carriers were observed in the same way. In variant 2, however, the stops were investigated in the form of so-called stop caps at the edge of the carriageway with raised cycle lanes, which in the end fulfil the planning principles of barrier-free design at all four stops. For the Moritzburger Straße junction in particular, there was also the task of demonstrating the efficiency and gradual improvement of traffic quality. This evidence was provided by the planner with optimised control of the traffic light system in the traffic engineering study.

Conclusion

Variant 2 is characterised by a well-balanced expansion plan that conforms to the existing situation with significantly improved traffic quality, whereby the total cost estimates of both variants hardly differ:

Total construction costs for road and track construction for variant 2: EUR 8,561,000* (*only construction costs without planning and land acquisition)

The current deficits of the poor surfaces will be eliminated by the fundamental expansion and standardised construction of the superstructure. With the appropriate choice of pavement type, noise emissions in the carriageway and track area will be reduced, whereby the proper adaptation of the track geometry to the dynamic conditions in the sometimes tight bends will also contribute to this. The acceleration of the tram and the barrier-free expansion of the stops contribute to increasing the attractiveness and efficiency of public transport and thus reduce noise and pollution. The construction of special safe cycling facilities also creates better conditions for switching to environmentally friendly modes of transport. The improvement for pedestrians is made clear by barrier-free, comfortable footpaths and bus stops.

We look forward to lively public participation and your constructive comments. These will be analysed and incorporated into the decision document for the urban development committee for preliminary discussion and later for the city council to decide on the type and manner of the planned expansion. Further planning will be carried out on this basis, which will then be submitted to the Saxony State Directorate as a coordinated approval plan together with the Dresden transport companies as a so-called application for planning approval.
